Coastal Resources, Inc. (CRI) provided expertise in natural resources assessment, documentation, and regulatory requirements in accordance with NEPA for the Baltimore Red Line transit project. CRI prepared the Natural Environmental Technical Report (NETR) and the natural resource portions of the 2008 Alternatives Analysis/Draft Environmental Impact Statement (AA/DEIS) under NEPA to support the planning process for this 14-mile transit line. CRI conducted background research, field assessments, impact analysis, and agency coordination on wetlands, surface waters, terrestrial and aquatic habitat and species, rare, threatened and endangered species, Chesapeake Bay Critical Areas, forests, soils, geology, and groundwater. CRI conducted wetland delineations in the field and surveyed wetland boundaries using GPS. CRI created GIS mapping of wetland resources for alternatives planning and impact analysis. Forest communities were assessed in the field for age, species composition, structure, and overall health and significant trees (greater than 30 inches diameter) were identified, surveyed and mapped. Forest and tree mapping was created for impact analysis. CRI coordinated with project engineers to measure potential natural resource impacts and compiled these in the NETR and DEIS. CRI assisted in creation of the NETR graphics and produced the NETR in both electronic and hard copy format for client submittal. CRI responded to client and agency comments on the NEPA documents and participated in agency field reviews of the project area.
For the 2012 Final Environmental Impact Statement (FEIS), CRI was the technical lead for water resources and aquatic biota. CRI conducted wetland delineations for the Preferred Alternative; gathered and summarized updated water quality, aquatic biota, and floodplain data; assessed potential project impacts to these resources and identified associated regulatory requirements. CRI lead agency field reviews of wetland and stream resources, obtained a Preliminary Jurisdictional Determination from the U.S. Army Corps of Engineers (USACE), and developed a Conceptual Mitigation Plan of ten potential mitigation projects that received USACE and the Maryland Department of the Environment (MDE) concurrence. Each potential site was further evaluated using screening criteria such as property owner interest, wetland delineations, cultural resources consultation, and utility screening. CRI participated in Interagency Review meetings throughout the planning process, as needed, to coordinate with and inform the regulatory agencies.
As part of the General Engineering Consultant (GEC) Team, CRI continues to work with segment design engineers to reduce potential impacts to wetlands and other waters of the U.S. as the Red Line Project moves into more detailed design. CRI will continue to provide agency and permit coordination, and is leading the wetland and stream mitigation site assessment and preliminary design efforts. CRI is responsible for developing the Joint Permit Application (JPA), as well as final compensatory mitigation plans as required by the Federal Mitigation Rule. Concurrent with the permit authorization and Redline design, CRI will be responsible for preparing the final wetland mitigation construction documents including plans, specifications, and estimate ready for advertisement. Other future services will include pre-bid and advertisement services, designated specialist during construction to ensure that construction activities are meeting the intent of the wetland design and post construction monitoring of the wetland creation site.
