Bohemia River State Park Living Shoreline

Cecil County partnered with the Maryland Department of Natural Resources (DNR) and Coastal Resources, Inc. (CRI) to design a living shoreline demonstration project at the newly created Bohemia River State Park. The Park is a valuable community asset and has been experiencing erosion of its shoreline due to boat wake and storm surge and will become increasingly vulnerable to the future impacts of sea level rise. The project installed approximately 1,000 LF of native shrubs and grasses, marsh vegetation, vegetated rock sills, log toe structures, and sand replenishment to mitigate current erosion, enhance wildlife and aquatic habitat, improve water quality, and provide for new educational outreach activities in concert with a future observation platform and improved public access to the water.

CRI conducted a site visit where staff inventoried existing tidal wetlands with native vegetation to be used as a model for elevations and species being proposed in the design. Erosion rates and soil samples were collected to determine the MS4, TMDL crediting that Cecil County can claim for this project. Field teams also collected information on the existing trees along the streambank and coordinated with DNR about preferred access locations. CRI developed concept through final design drawings for 1,000 LF of living shoreline. The design is a hybrid approach incorporating rock sills and log toe structures with native plantings. CRI designed the elevation of the structures according to the most recent sea level rise predictions as well as storm surge predictions. The design stabilizes the existing shoreline while allowing for eventual marsh migration with rising water levels and protection from larger storms. CRI also designed the Erosion and Sediment Control in accordance with Cecil County Soil Conservation District guidelines and received approval for Erosion and Sediment Control.

CRI conducted a pre-application meeting with Cecil County, DNR, and other permitting agencies including Critical Area, MDE Tidal, and USACE. CRI submitted a JPA and received project authorization from MDE and USACE. CRI obtained final approval of the construction ready plans. Construction of the project was completed in summer of 2025.
