CSX Arlington CP “RO” Access Road Landscape Conservation Plan

Coastal Resources Inc. (CRI) provided a range of forestry and geospatial services for a new railroad corridor access road in Arlington County, VA.   

A new access road was proposed between the railroad track and Long Bridge Park to support CSXT railroad maintenance activities.  The access road extended approximately 2,765 feet along existing tracks and includes a driveway into the Long Bridge Park.  The project was located within the Roaches Run Watershed and the Parks Natural Resources Protection Buffer.

CRI’s Certified Arborist performed a forest stand characterization of all forest stands within and around the project area to document successional stage, dominant and co-dominant species, size classes based on ranges of diameter at breast height (DBH), common understory and herbaceous species, percent canopy closure, prevalence of downed woody debris, and basal area. CRI’s arborist also identified the species, size, and condition of all individual trees measuring 3 inch (DBH) or greater.  In addition, CRI noted any specimen trees (trees 30” DBH or greater or 75% of the State Champion) within the study area.  CRI used a handheld Trimble Global Positioning Unit (GPS) to survey the locations of all the trees.

Once field work was complete, CRI prepared a Landscape Conservation Plan (LCP) map according to Arlington County Code.  Among other features, the LCP map included any 100-year floodplains, streams, delineated wetlands, required wetland and stream buffers, Resource Protection Areas, steep slopes, forest stands, topographic contours, soils data, identified individual trees, and a site vicinity map.  The LCP depicted grade changes or other work adjacent to trees that would affect them adversely. Protective measures were provided around trees to be preserved to ensure the protection of existing trees and other vegetation during construction.

CRI determined mitigation requirements as a result of the project impacts and developed a planting plan to accompany the LCP, with mapping that detailed proposed planting locations, recommended species, and planting quantities for reforestation following construction. CRI also assisted with preparing the Re-Vegetation/Forestry Management Plan component of the Water Quality Impact Analysis that accompanied the construction submittal. 

The LCP map was submitted to the Arlington County Department of Parks and Recreation for review and approval. Comments and revisions were completed as required, and the resubmitted plans were approved.  All work related to the LCP was led by one of CRI’s Certified Arborists and/or Licensed Landscape Architect.
