Coastal Resources, Inc. (CRI) staff acted as the Environmental Monitor for construction of a number of sewer rehabilitation projects and stream restoration projects associated with sewer repairs and infrastructure protection in Prince George’s County, MD. Beaverdam and Northeast Branch Patuxent River Sewer Rehabilitation: CRI staff acted as the environmental monitor/stream specialist during construction of stream restoration projects in the Beaverdam and Northeast Branch of the Patuxent River sewersheds. The stream restoration projects were undertaken to address conflicts between streams and infrastructure, such as exposed pipes and manhole risers, as part of WSSC’s sewer rehabilitation program. CRI was tasked with ensuring adherence to design specifications as well as environmental permit compliance during construction. CRI also worked with the Systems Inspection Group of WSSC to communicate important compliance information to the contractors and sub-contractors. Western Branch Patuxent River Sewer Rehabilitation: CRI provided independent observation of sewer rehabilitation and stream restoration projects to ensure environmental permit compliance. CRI’s environmental monitors worked closely with the Systems Inspection Group of WSSC to communicate important compliance information to the contractors and sub-contractors and provided stream restoration construction oversight on sewer rehab sites where the stream must be restored to protect wastewater infrastructure. Other tasks included GPS survey of site access and the LOD at sewer rehabilitation sites to ensure protection of sensitive resources for permit compliance as well as documenting that restoration and reforestation of project areas was carried out in accordance with permit conditions. For both projects, CRI’s inspectors reviewed project E&S Plans, permits, and other contract documents to gain a thorough understanding of all environmental compliance requirements and commitments. Inspectors then performed regular site visits (weekly and bi-weekly depending on the project and construction schedules) to document that all environmental compliance measures, such as erosion and sediment (E&S) controls and best management practices (BMP’s) are installed properly and being followed as permitted. Noncompliance or potential noncompliance issues noted in the field were brought to the contractor’s attention for immediate remediation. Site conditions were documented following each site visit via Construction Oversight Environmental Monitoring (COEM) Reports submitted electronically through the E-builder system. Reports noted any issues or potential issues and how they were resolved as well as overall project progress. Issues that could not be resolved with the contractor immediately onsite were documented and elevated to the client and project leadership to ensure timely resolution.
