MD 303/MD 404 Alt. Streetscape Project

Coastal Resources, Inc. (CRI) provided landscape support services for MD 303, from MD 309 to MD 404 Alt, MD 404 Alt from MD 303 to Tuckahoe Creek and MD 518 (First Street) Project. The project consisted of roadway improvements including repaving, sidewalks and landscaping.

CRI conducted a site investigation of the project limits to verify survey features and document potential landscape conflicts. CRI took soil samples at the off-site critical area mitigation site and provided them to the Landscape Operations Division for processing. CRI’s DNR Forest Conservation Qualified Professional and Licensed Landscape Architect identified trees within the project limits, noting size, species, health, and potential Roadside Tree Permit issues. A summary table of the tree inventory was prepared.  CRI met with the Highway project engineer to discuss the design requirements of the retaining walls for private driveway entrances and relocations.

CRI reviewed PI Design plans, prepared in 2014 by others, and prepared preliminary landscape plans including aesthetics for private retaining walls and preliminary landscape plans for the off-site mitigation area.  Preliminary plans included the following:

  • Developed preliminary landscape plans
  • Prepared a preliminary cost estimate.
  • Developed specifications for all proposed landscape work including soil amendments, as needed.
  • Provided digital copy of the preliminary plans, specifications and cost estimate to SHA LAD for review and comment.
  • Written responses provided for all written comments received from SHA.

CRI prepared semi-final landscape plans and off-site critical areas mitigation plans. Semi-final plans included the following:

  • Developed sediment and erosion control plan, sequence of construction, landscape plans and details, including proposed tree protection measures.
  • Completed permit applications for E&S submission to the SHA Plan Review Division.
  • Performed and submitted Landscape Design Guide Checklist and submitted comments about (Milestone) plans.
  • Prepared semi-final cost estimate.
  • Developed specifications for all proposed work.
  • Provided digital copy of the preliminary plans, specifications and cost estimate to SHA LAD for review and comment.
  • Written responses provided for all written comments received from SHA.

CRI participated in multiple partnering project meetings including one semi-final review meeting. The project was put on hold after the semi-final review phase.
