Coastal Resources, Inc. (CRI) is currently providing technical support for three National Environmental Policy Act (NEPA) documents under a Planning contract with the Metropolitan Washington Airports Authority (MWAA), including an Environmental Assessment (EA) for the Western Solar Development and a supplemental EA for the Western Land Area at Washington Dulles International Airport (IAD) and IAD Concourse A Replacement. Western Solar Development The Western Solar Development is a proposed installation of an approximately 1,400 acre 100-megawatt solar development project at Washington Dulles International Airport (IAD) in Loudoun County. CRI is responsible for the affected environment and environmental consequences sections of the EA including vegetation, wildlife, federally protected species and critical habitat, state-protected species and natural heritage resources, migratory birds, wetlands, floodplains, surface waters, and groundwater. CRI also conducted a waters of the U.S. (including wetlands) delineation, rare, threatened, and endangered species (RTE) habitat evaluation for 13 state and federally listed species, and Unified Stream Methodology (USM) assessment within the study area. A total of 130 wetlands, 13 open water areas, and 59 streams were delineated and GPS-located by CRI. A jurisdictional determination from the U.S. Army Corps of Engineers and Virginia Department of Environmental Quality was completed. CRI assessed the nature and extent of anticipated impacts to biological and water resources within the study area, including avoidance and minimization and mitigation. For each environmental impact identified, CRI identified conceptual measures to mitigate the impact, if any, and presented them to the Airports Authority for concurrence and inclusion in the mitigation section of the EA. IAD Concourse A Replacement MWAA is proposing to construct gates to replace the IAD Concourse A, which will be demolished and converted for remaining overnight (RON) parking use or other off-gate aircraft parking. CRI conduced a site visit to assess existing biological and water resources within the study area. To assess potential impacts to state and federally protected species and habitat, CRI completed the initial state and federal agency coordination for the project. CRI prepared portions of the Short Form EA, including the biological resources and water resources section. Western Land Area The Western Land Area is a 416-acre proposed commercial development at IAD. CRI conducted a waters of the U.S. delineation and obtained a revised jurisdictional determination for an additional 8-acre study area associated with the project in 2017. The Final Programmatic Environmental Assessment for the project was subsequently completed in 2018. However, a supplemental EA was completed for the installation of an approximately 2.26 miles long perimeter fence and roadway for the project. CRI was responsible for the affected environment and environmental consequences sections of the supplemental EA including vegetation, wildlife, federally protected species and critical habitat, state-protected species and natural heritage resources, migratory birds, wetlands, floodplains, surface waters, and groundwater. CRI also conducted an RTE species habitat evaluation for 13 state and federally listed species, within the study area.
