Pocomoke State Forest Elevated Boardwalk Trail

Coastal Resources, Inc. (CRI) provided natural resources surveys for a proposed trail project at Pocomoke State Forest in Worcester County, MD. The Maryland Department of Natural Resources (DNR) is proposing to construct a new 2-mile trail comprised of 0.6-miles of natural surfaces in areas where elevation and site conditions allow and 1.4-miles of elevated boardwalk through the Pocomoke River floodplain. The new trail will begin at the existing Summerfield Trail, continue through the Pocomoke River Wildlands area, and end at the Pocomoke River State Park Shad Landing area.

CRI performed a routine wetland delineation within a 14-acre study area. Wetlands were delineated according to the Regional Supplement to the Corps of Engineers Wetland Delineation Manual for the Atlantic Gulf and Coastal Plain Region (USACE 2010). A technical memorandum was prepared that detailed the results of the wetland delineation. The memorandum and the boundaries of the delineated resources were provided to the DGS.

Coordination with the DNR Wildlife and Heritage Service (WHS) indicated that the project may impact populations of known rare, threatened, and endangered (RTE) plants during construction and that disturbance from trail construction is likely to promote the growth of non-native, invasive plants to the detriment of the rare forest community. Therefore, DNR requested that targeted RTE and baseline invasive plant surveys be completed. CRI conducted several seasonal field assessments across the entirety of the study area to determine the presence/absence of state-listed RTE plant species. Surveys were completed using WHS RTE plant survey protocols within the optimal period of detection for each of the five targeted species of RTE plants. In addition to two of the five targeted RTE species, CRI also documented 10 other state-listed RTE species. RTE plant locations and details including number of plants or coverage area were submitted to the DGS and a technical report was prepared. Baseline surveys were conducted for invasive species throughout the study area as well. During these surveys, CRI documented two invasive plant species in the study area and submitted shapefiles containing their locations to the DGS. At the completion of the surveys, CRI submitted a memorandum containing the aforementioned details and a control plan to the DGS and DNR. The control plan included recommendations for method and timing of removal for each documented plant species before and after construction of the new trail.
