Coastal Resources, Inc. (CRI) was responsible for the existing conditions and environmental effects sections of the Draft Environmental Impact Statement (DEIS) and Final Environmental Impact Statement (FEIS) for waters of the U.S., including wetlands, forests, rare threatened and endangered species, groundwater, terrestrial and aquatic habitat. CRI also prepared a Natural Environment Technical Report (NETR) in support of the DEIS and a Water Resources Technical Report in support of the FEIS. A detailed wetland delineation was conducted as part of the Purple Line project, a 16 mile proposed transit corridor in Montgomery and Prince George’s Counties, and an Approved Jurisdictional Determination (JD) was obtained during the FEIS phase. All waters of the U.S., including wetlands, were identified using the U.S. Army Corps of Engineers (USACE) Coastal Plain and Eastern Mountain and Piedmont supplements. CRI conducted detailed wetland delineations and forest assessments along all proposed alternatives and options. Wetland boundaries were surveyed using GPS. GIS mapping layers were created of wetlands as well as other natural resources for use by the project team in developing alternatives. CRI coordinated with natural resource agencies and regulators regarding existing conditions and potential impacts and led a multi-agency field review of the wetlands/waterways and other pertinent resource issues. CRI worked with project engineers to generate impact calculations, provided QA/QC for the calculations and summarized them by alternative. CRI compiled all natural resource data into a comprehensive NETR and DEIS. CRI conducted historical research on natural resource trends within the study area and authored the natural resources portion of the Indirect and Cumulative Effects (ICE) document. In later planning stages, CRI prepared a Forest Stand Delineation (FSD) for the project and calculated the required afforestation/reforestation acreage using the Forest Conservation Worksheet to determine how much acreage would be required for project related impacts. CRI developed a forest mitigation package through consultations with MDNR and MTA that resulted in the use of forest mitigation banks. CRI developed a mitigation package for impacts to wetlands and streams through extensive coordination with the USACE, Maryland Department of the Environment (MDE), and other resource agencies. CRI has also provided engineering services for the design of both the wetland and stream mitigation sites. CRI has coordinated with the USACE, MDE, Maryland National Capital Park and Planning Commission (M-NCPPC) and other regulatory agencies from the concept designs of these sites through 100% design. CRI supported the Joint Permit Application process and obtained Section 401/401, Water Quality Certificate and a Section 408 permit for the project. CRI also worked closely with M-NCPPC to obtain right-of-entry permits to the park for construction of the wetland and stream mitigation sites.
