Stormwater Facility Remediation Program On-Call Support

Coastal Resources, Inc. (CRI) provided the Maryland Department of Transportation State Highway Administration (MDOT SHA) Office of Highway Development (OHD) supporting staff to assist OHD in the development of scope, plans, estimate, and construction related contract documents.  The purpose of this work was to remediate and repair MDOT SHA existing stormwater facilities.  

 The task was for a one-year period, dictated by program funding and with a possibility of extension.  All work was conducted in accordance with the MDOT SHA’s Project Development Process Manual.  CRI provided the following supporting staff services for this task: 

  • Review SWM facility inspections for accuracy and completeness.
  • Prepare and prioritize SWM facility maintenance and remedial needs.
  • Review and provide comments on engineering/design elements and documents.
  • Develop mapping and other spatial documents related to the SWM facility assets.
  • Provide list of tasking needs and scope requirements for remedial SWM facility projects.
  • Prepare/update/review cost estimates.
  • Attend technical field reviews.
  • Provide map(s) showing preliminary alternatives for elected official briefings, or any outreach meetings completed using OHD Display Guidance.
  • Provide preliminary concepts display mapping including existing and proposed right-of-way, displacements, environmental, and other features using OHD Display Guidance.
  • Manage value engineering and best value analysis and make recommendations to manage construction costs for stormwater facility remediation work orders.
  • Identify innovative solutions to reduce cost or schedule.
  • Conduct project milestone meetings and review/prepare reports and minutes.
